I traced it back to HBASE-8692 which was marked as fixed for 0.94.9 but was really fixed in
.10.

What happened is that HMaster.getHTableDescriptors(List) is now called instead of HMaster.getHTableDescriptors()
in HBaseAdmin, and by design we call this method for specific tables until it is gone so not
getting a HTD is expected.
