I'm thinking so.  I haven't got through all the tests yet.  Likely a createMiniClusterHTU()
so that it is an explicit greppable decision per test class and an easy way to determine if
it belongs in Small, vs Medium vs Large tests.  This is test only so I think changing these
apis can happen "anytime".
