[~ram_krish], the code you referred to have been removed from trunk since meta update is an
atomic operation now (row mutations).  During master failover, the region should be ignored
since it is a split parent.  However, manual assign is not blocked. That's why I propose to
put the region in split state when master starts/restarts, so that it won't be allowed to
assign.
