Reverting this patch would indeed fix HBASE-9326, what you bind on should be different from
your identity.

The reason the region server does it differently, per my comment in HBASE-8148:

bq. For the master, the ServerName cannot be set like we do for the RS when it reports for
duty so I keep both the hostname that's normally set and the bind address if configured so
that the Master doesn't report as being "0.0.0.0".
