How long before cli, thrift, and rest get the treatment? Could this be done later in separate
patch? W/o it, it would mean that tables not in default namespace would be unaddressable?

It depends on how we'd wanna deal with it. Presently it's addressable as all the apis recognize
FQTN names with '.' as the delimiter. If we go this route there won't be much work, just some
cleanup to use FullyQualifiedTableName were needed.

If we decide to have a different external and internal delimiter or overload the cli api there
would be some amount of work.

In either case could be a separate patch.
