This is a trade-off.  Proxy user per context needs to maintain connections per context.  Proxy
user per method needs to maintain one connection, but needs to authorize the user, send user
information to server for every call because HBase server side may have authorization setup
too.  The first solution is good for tiny number of users for many many requests per user.
 The second solution is good for large number of users to make small number of requests per
