v2 changes the default hbase-site.xml file instead of programmatically changing the config variable.

Against 2.0.5-SNAPSHOT, it fixes the Test*Replication tests.  It also changes the failure from the block-size-too-small problem to a file not found problem in TestHRegion* failure.  Will fill a follow on for that issue.
