Committed to 0.95 and trunk (thanks for +1 @nkeywal).

The way this mechanism worked is nice w/ its fat warning right in front of the operators'
face (though, tell the truth, I only saw it yesterday though its been flashing at me a while
-- I've been able to 'not see it' that long).  We should exploit it to put other warnings
under the nose of operators.

 But we don't turn it on since hadoop1 because default is that it is on.  Remove this confusing
warning from UI.
