In case anybody picks this up. The problem was that all StoreFileScanner would have a seek-key
of LAST_ON_ROW, and hence the StoreScanner KVHeap, would spin forever, because of the KV comparison
mentioned in my previous comment.
I might pick this up again, but since ROWCOL BFs *do* work, this is not critical for performance
(and I feel changing the semantics to make this work is quite risky).
