We should keep those close to where they are used. HConstants is too generic for those. 

Patch looks good overall, two things: 
 - Let's do RemoteShell protected. Some other ClusterManager implementations might make use
of it, so they can extend HBaseCM. 
 - Please add some documentation to the it section in the book about these conf settings.

Current options are insufficient to achieve that... it should ssh under configurable user,
