Ahh, the dreaded seekBefore.
Looks like setDataBlockEncoder was not yet called on EncodedScannerV2, I think that happens
after the scanners are selected.
Maybe we can just not do this optimization for HalfStoreFiles. I.e. HalfStoreFileReader could
override passesKeyRangeFilter and always return true.
