On that new Jenkins I worked around this issue by first invoking a 'mvn -DskipTests install'
to populate the local Maven cache with build artifacts. Feel free to undo that if you like
to test a fix for this - just delete that pre build step.

The javadoc goal is aggregate.  Aggregate goals should be run from the command line generally,
not tied to scopes else they tend to trigger package invocations in sub-modules (http://www.sonatype.com/books/mvnref-book/reference/assemblies-sect-basics.html).
