Yes, let's solve this issue here once and for all. thinking about it, I have a hard time understanding
why we need to use special chars in catalog tables. Can't we just have a namespace called
simple "system", and have tables named "system.META" and "system.ROOT". I say no funky -,
_, . escaping stuff. 
AFAIK, if the META table goes offline due to RS failure. There is no special case to make
it's assignment a priority. And priority is based on lexical ordering, in which case we will
need the funky prefix. Not unless we'd want to add complexity to handle that logic. 

BTW the check is not in yet. But I'd also like to remove '.' as an option for table name.
Beyond the proposed namespace delimiter usage.
