Ted and I have been digging around why this patch + region split table locks (HBASE-7546)
fails for TestSnapshotCloneIndependence. The issue is that, TestSnapshotCloneIndependence
sets a very small memstore flush, and this patch reverts the ConstantSizeRegionSplitPolicy
change in favor of the default one. Now, the problem occurs because even before the snapshot
+ clone is created we do some splitting, and after the clone, we issue one more, but it fails

cannot split because midkey is the same as first or last row

This is because, we already pre-maturely split. If we just remove the commenting out split
policy changes, we should be fine.
