If we come up with a nice way to make this scalable, I am a big +1. The enable/disable seems
fairly broken through the use of ZK. Rather than tagging disables to every region in META,
I think we could just use the tableinfo.  This would also allow us to update table state while
HBase is offline and could assist with troubleshooting.
