We have a javadoc warning back.  Is it in this patch?

Thanks for adding the exception to the deprecated unimplemented locateRegion methods.

Took quick look at the patch, seems fine to me.  Let me get @Jimmy Xiang to review since its
messing in AssignmentManager state.  Good stuff n.
