I did a rebase for this using the curator's recipes (HBASE-7411), however, it seems that that
discussion might go on for a while, and we might not be using curator at all in the end. 

I will refactor some of the original patch from v0 (which is in-turn based on the FB patch).
We can commit this one. I do not want this issue to be blocked by the outcome of HBASE-7411.
