For statement #1:

I think statement #1 already achieves what persistence to WAL would achieve.

bq. Would the app know if the op applied or not?
The app would know when the response for operation is not IOException.

Another  option would be to enhance the IPC module to make the RPC server correctly identify
if the RPC is a retry attempt and handle accordingly.
