In an earlier multi-module ant+ivy project, I did smt like 
{code}
examples jar -> core jar 
core test jar -> examples jar
{code}
where -> is "depends on". However, things got ugly after that, since you have to build core jar first, then examples, and then core tests. I am not sure how maven can handle that. We can make examples depend on everything, but if we want to make use of classes in the examples inside tests (like hbase-server\src\test), then we might have to see whether it can be doable. If we don't want to do that, then we can just put all examples stuff there, and make it depend on hbase-server.
