Jimmy Xiang resolved HBASE-6443.

    Resolution: Won't Fix

Won't fix is in HBase layer.  It is kind of a HDFS issue.  If the hlog has size 0, but not
corrupted, HLogSplitter can handle it properly.  Only if the hlog file is corrupted, HLogSplitter
can't handle it.
