Stack, basically the test logic tries to say "if the # of threads don't exceed the max configured
value, there shouldn't be any warning (log)". However, the HBaseServer always produces info
log when the thread starts. So depending on the timing, the assert in the test could be invalid
( when info log was written as part of thread start up, but before assert is called ). One
way to fix that is to turn off info log.
