Scott,

When you say new minicluster do you mean new hdfs? This could explain the what I've been getting
in when I was actively working on HBASE-6330.   In that case, the export was exporting to
a to some fs (local? another hdfs?) and import couldn't find the files because it tried to
load from a different one.

I had a gross patch that "worked" but didn't seem like the right way.  

If this works out I'm happy. :)
