Do you think the latest proposal is too heavy handed? pre{Flush|Compact}ScannerOpen would
be quite close to pre{Flush|Compact}. My reasoning was that an implementer could still override
the relatively simple pre{Flush|Compact} hooks.
If these are too many, we can still have only the fewer hooks, and then we'd need some "NullScanner"
approach I think.
