Please see my comment on HBASE-5728. I am not sure we want to leak a lot of the HTable internals
(anything related to regions, etc) up into the interface.
So maybe just remove the delegation code from PooledHTable and add a constructor to HTable
that avoids the ZK/Meta scan?
