The /dump servlet is more verbose than the simple XML given by /conf servlet. If its just
config you need, /conf is where you need to go to, not /dump. But for the sake of debuggability,
suggesting /dump in the javadoc does seem fine to do for HBase.

I think the patch looks good. If needed, we can switch /dump with /conf (since we're discussing
just configs, not env. info as well), but otherwise I think it does what the goal of this
report was. Thanks again!
