I got your issue now.  :)
I think moving to failover we should also consider if there are any nodes while trying to
do failover, we should not do the assignment of those regions in znode so that already SSH
may be trying to process the splitlog.

Because this step

      for (String encodedRegionName : nodes) {
        processRegionInTransition(encodedRegionName, null, deadServers);
      }
    }
{code}
is done outside the loop that does assignment of regions in deadServers.
