Here's my idea for a breakdown into two protocols: Administrative and Monitoring.  Below lists
the functions for each.  Any comments welcome.

Administrative Master Actions (MasterAdminProtocol):
addColumn
modifyColumn

unassignRegion
moveRegion
createTable
deleteTable
disableTable
modifyTable
enableTable
shutdown

Monitoring Master Actions (MasterMonitorProtocol):
