I think with durable sync, having a WAL-per-region would be even less feasible than it is
today -- we currently depend on batching in order to get good throughput. If a server has
50 regions, then you'd get 50x less batching opportunity and write throughput would grind
to a halt. Imagine a fan-out write to all of the regions -- it would generate 50 disk seeks
instead of just 1.
