Note that 60 seconds thing is actually used from the jira description, and is not using any
property as such. I can make this configurable though.
The region server property (hbase.regionserver.msginterval, default is 3 sec) which i used
is for the frequency for emitting out the metrics. Should that be different for Master and
RS?
