Wow. Big patch. Kinda nasty that the file operations now need a Configuration object. On the
other hand it's nice to have it available there now, let's us pass more config options in
the future without rewriting.

Initial comment. Would probably not hardcode 022 as the default umask (neither in code, nor
in hbase-defaults.xml, but rather use FS' default).
