But the above comments about implementation stand - can this be done in such a way that it
shares code with "merge"? i.e that it's a two step process: step 1 is to clear the memstore
+ delete hfiles in a region (so the region still exists and is empty), and step 2 being that
we initiate a merge to kill the now-empty one? The first step would then be RS-local, which
makes it simpler, and the second step would cover other use cases as well
