  This is the 89-fb version of the data block encoding patch D447 (based on Jacek Midgal's
work during his 2011 summer internship at Facebook). The trunk patch has already gone through
an extensive review cycle. The purpose of this review is to sanity-check the port and hopefully
catch some bugs. Please see the JIRA and the original patch for design/implementation details.
