Maybe we should separate this feature from a generic framework?

For this issue we could just have one API: deleteRange(table, startKey, endKey). Initially
it could validate that the start and endKey coincide with exactly one region, that way we
can extend this later, without having regions exposed in the API.
(still need to avoid races with splitting and balancing of course - makes it almost nicer
to go back to the original approach of passing a region name).
