This entire approach seems wrong to me. Things is HBase have a timestamp and one of the nicest
parts about HBase is that the actual order in which operations are applied does not matter.

This will break replication where operations can arrive out of order and other code in HBase.

Unless somebody provides a very compelling use case I'm -1 on this general direction.
