  src/main/java/org/apache/hadoop/hbase/regionserver/HRegion.java:1851 although from a naming
perspective it doesn't apply, it still applies from a functional perspective.  It was used
instead of OperationStatusCode.FAILURE solely for the unit test: TestHRegion#testBatchPut

  I can refactor to something like BAD_CHECK on commit
