This return is ignored by the master, right?  Unless its returning RegionOpeningState.ALREADY_OPENED?

Should I commit this patch meantime?  It seems to make things better for the moment (Sorry
for my being anxious on this one and thanks for working on it Jon... but I can't build 0.92
locally because of this and I want to cut an RC -- thanks for the help).
