LUCENE-3408 is just a wrapper around two counter implementations.  One is thread-safe and
uses an AtomicLong, the other is not and uses a long.  It looks like they were just trying
to improve performance when the counter was being used in a single thread.

+1 that we should deal with changing AtomicLong to something else in another jira.
