Testcases are running now.  Will submit the patch once done. 
The fix is just a one line fix.  Correct me if this will not be ok.
In assignAllUserRegions() just
List<ServerName> servers = serverManager.getOnlineServersList();
+ if(servers.size() == 0) return;
