Found a bug in HBASE-4489 when working on this patch.  The last key in the split algorithm
is assumed to be inclusive ["0000","FFFF"] but we are treating it as exclusive in the split()
algorithm.  This causes an off-by-one error in very granular cases such as split("0", "2",
3).  Will fix that bug in this patch.
