@Liyin:  yeah, for now we haven't thought of a good solution for the ASF grant yet.  I'm not
sure but I'm guessing it would need to be done explicitly through the Jira UI to be valid.
 So for now, it's necessary for the contributor to reattach the final patch manually (and
grant then) before the committer commits it.

Any suggestions on this one?
