Ted, why is this JIRA scattered over so many commits?  And the commit message is a non-standard
format (the first line is: HBASE-4014 is marked as Improvement).  I've been trying to build
some tools to help keep track of and in sync with the Apache repos but this kind of stuff
makes it very difficult.
