More detail -- I've done a large refactor of hbck but found that then doing the changes would
more difficult understand or review the offline rebuild code.  So, my plan is to add the offline
rebuild code, and then potentially do a refactor afterwards.

Regardless of whether the refactor happens, I feel that I need to add tests and docs for this
before it is ready for review.
