Apparently this is actually known behavior according to SingleColumnValueFilter. From the
JavaDoc:

When using this filter on a {@link Scan} with specified
 * inputs, the column to be tested should also be added as input (otherwise
 * the filter will regard the column as missing).

IMO, it's a bug, though, not a feature! Filters with requirements like this should automatically
push their column requirements through to the ExplicitColumnTracker.
