Bytes.toBytes assumes the input is UTF8, so if you pass it something like \xff\xfe, you end
up with the UTF8 encoding of those high-ascii characters. Ruby strings are apparently just
byte arrays, so ruby's to_java_bytes function just goes straight to a byte array without any
encoding complications. This makes sense since our keys are just bytes, not Strings.
