To achieve parallelism, we need to add new method in HConnection:
  public <T> T getRegionServerWithRetries(ExecutorService pool,
        List<ServerCallable<T>> callables, Object[] results)
  throws IOException, RuntimeException;
Its implementation would use wrapper objects for callables which keep track of the number
of retries carried out so far.

LoadIncrementalHFiles would compose ServerCallables and pass them to the above method.
