    Does this need to be explicitly PRIORITY_BLOCKING?  My first thought was no (thinking
that SF count would still handle priorities), but it looks like this really prioritizes META
compactions to always be critical.  Should this be MIN_INT, so it even prioritizes over true
blocked stores?
