My opinion: FSUtils.recoverFileLease() should throw an InterruptedIOException if it catches
a user interrupt.  There are multiple sections of HBase code that ignore interrupts (*sadness*)
but this area is pretty critical since it can lead to data loss if handled incorrectly.
