@Jon Thats something else.  Thats a means of changing defaults in HColumnDescriptor -- default
versions, ttls, whether bloom is on or off, etc. -- and in HTableDescriptor.  We need that
too but lets make a new issue for that.  Lets do it as part of move all schema up to zk (Can
have a template schema up in zk that all new schema's seed from).  While we are at it move
Configuration to zk so on change, all running processes are kicked and update their config.
