This was done by hbase-2692.  Resolving as no longer valid.

when HRS call in. As Zookeeper integration progresses, and the master shrinks accordingly,
the code in HBaseAdmin for requesting force splits etc. should move away from the HMasterInterface.modifyTable
and instead talk directly to the regionserver(s) as desired.
