       Resolution: Fixed

Fixed by hbase-2692.  It does this now:

    public boolean isMasterRunning()
    throws MasterNotRunningException, ZooKeeperConnectionException {
      if (this.master == null) {
        getMaster();
      }
      boolean isRunning = master.isMasterRunning();
      if(isRunning) {
        return true;
      }
      throw new MasterNotRunningException();
    }
